2021 Legislative Session
Newborn Safety Devices
HOUSE BILL 1032
Provides for placement of a newborn safety device at any facility that is staffed by an emergency medical services provider on a 24 hour per day, seven day per week basis, provided the newborn safety device
Parents with Disabilities
SENATE BILL 259
Requires the state to recognize the parenting rights of a person, regardless of whether the person has a disability. This legislation would ensure a person’s right to parent is not denied solely because they have a disability
Mental Health
SENATE BILL 82
Allows for properly trained licensed clinical social workers family marriage therapists to do a diagnosis of mental illness

Medicaid Reimbursement Rates
HOUSE BILL 1112
Medicaid must reimburse emergency medical services providers at Medicare rates. Out-of-state children’s hospitals will receive payments considering cost outliers, with retroactive reimbursements allowed.
Fought Against Abortion Bill
SENATE BILL 1
Fought Against and Voted NO on SB 1 that prohibits abortions except to protect the life or physical health of the mother, in cases where a pregnancy is forced on a woman through the horrific acts of rape and incest, or when an unborn child suffers from a lethal fetal anomaly.

Stop The Bleed
HOUSE BILL 1396
Establishes the stop the bleed donation pool for the purpose of receiving donations of gifts or donations. Provides that the stop the bleed donation pool is administered by the department of homeland security. Provides that a public safety agency may request bleeding control kits or donations made to the pool.
Military Taxes
HOUSE BILL 1034
Exempts military pay for members of a reserve component of the armed forces of the United States or the national guard from the individual income tax.
Welding Certifications on Public Works Projects
HOUSE BILL 1211
Requires that contractors on a public works project meet certain standards relating to the welding of structural steel.
Fire Protection
SENATE BILL 277
Requires newly built animal facilities to have a fire alarm system or staff present whenever animals are on the premises.
Professional Counselor Licensure Compact
SENATE BILL 160
Requires the behavioral health and human services licensing board to administer the professional counselors licensure compact. Adopts the compact.
2024 Legislative Session
13th Check
HOUSE BILL 1004
State employees can enroll in the deferred compensation plan before auto-enrollment on day 31. Removes the maximum employer surcharge for certain retirement plans. The Indiana Public Retirement System board must develop capabilities to separate members for different benefit adjustments. Sets surcharge rates to fund annual thirteenth checks and COLAs, with possible 0.1% annual increases.
Lake Michigan Rescue Equipment
SENATE BILL 253
Requires the owner of a pier or public access site on Lake Michigan to install public rescue equipment, including at least one ring life buoy, on the pier or public access site. Establishes requirements concerning ring life buoys installed on piers and public access sites. Provides that the end of the buoy line must not be secured to the shore. Requires a unit of local government that owns one or more piers or public access sites on Lake Michigan, at least twice per year, to publish on the unit’s website a report on lakefront drownings that occur within 50 feet of the unit’s piers or public access sites.
